Maoists take to terrorists' bargaining ways

GAYA: The Kandahar-like bargaining by Maoists to secure the release of their incarcerated comrades shows they have borrowed some leaves from the terrorist handbook. Though a section of people find little difference between Maoists and terrorists, the two can never been clubbed together. One major difference between Maoists and terrorists, according to analysts, is terrorists thrive on killing innocent people, while Maoists of late have abjured innocent killings and concentrated on cops, paramilitary personnel, informers and deserters. At the same time, Maoists have been trying to woo the constabulary by singing the class song and in many cases, they have made it clear that they were more interested in police arms than men. There are also incidents when they have let off cops after relieving them of their weapons. According to Maoist watchers, the Lakhisarai incident makes a rapid departure from the established Maoist modus operandi and the hostage strategy brings Maoists closure to terrorists. Till now, Maoists operating on minimum risk principle mostly resorted to hit and run techniques and avoided prolonged combat operations. According to IG (retired) Masoom Aziz Kazmi, the Lakhisarai operation gives the impression that Maoists have become more trained, better equipped and combative to pose a more challenge to the state machinery. Asked whether Maoists were borrowing leaves from the terrorist handbook, Kazmi said, "No two situations and two organizations are exactly alike". Gaya senior SP Amit Lodha said Maoists and terrorists have several things, including defiance to state authority, non-belief in the Constitution and contempt for democratic institutions, in common.
