Coming soon: A law to guarantee govt services

In what is being billed as Prime Minister Manmohan Singh’s next big move after Right to Information, the PMO has decided to implement the concept of service-level agreements. This will mandate penalties to be deducted from salaries of dealing officials if there are delays in providing citizen services like issuing ration cards and driving licences. It’s learnt that Delhi will be getting off the blocks first in April 2010. The PMO is targeting Delhi and then the Union Territories, and hopes other states begin taking the initiative on their own as many of the services fall under state subjects. This far reaching move will essentially convert existing citizen charters, which are largely a statement of intent, into a SLAs that make it binding on authorities to help provide certain services in a timebound manner. It adds teeth by levying a fine or a penalty that would be deducted from dealing official’s salary if deadlines are not met. While the fine amount is still to be finalized, sources said, the broad consensus is on Rs 200 to begin with in Delhi.
